Laurent is a member of the Canadian Institute of Planners and has been working with local governments since 1976. He has worked with northern communities, rural municipalities, regional planning districts, urban municipalities and recently retired from his position as C.E.O. for a municipal association where he spent the last 12 years working with 440 local governments in Saskatchewan, Canada.
Laurent has served on numerous national and provincial boards. As Chief Executive Officer, former City Manager and department head, he has implemented structural and operational changes to governance and administrative branches. He is proficient in administrative law and has been serving as a Provincial Adjudicator since 2007. Laurent has also been a guest lecturer at the University of Regina (Johnson Shoyama Graduate School of Public Policy), and delivered courses related to emergency management operating centres, and public information operations at the National Emergency Preparedness College.
Recognized as a leading authority in his field, Laurent has been invited to assist with numerous international projects, providing advice to local governments and municipal associations on capacity development, local governance, and strategic advocacy work. Over the years, these projects have taken him to the Caribbean, Eastern Europe, North Africa, West Africa, South Africa, South and Southeast Asia, Central America and South America, and the middle-East.
From designing stronger neighbourhoods to promoting and defending the interests of local governments, to assisting elected councils better serve their community, Laurent has always been a passionate civil servant, aiming to create strong teams and deliver positive results.
